Со стороны ОАО «Совкомфлот» документ подписал Генеральный директор – Председатель Правления С.О. Франк, со стороны ОАО «Северо-Западное пароходство» – Председатель Совета Директоров В.А. Олерский. Согласно преамбуле документа, подписывая данное соглашение, «Северо-Западное пароходство» выступает в интересах дочернего предприятия ООО «Невский судостроительно-судоремонтный завод».
